We are seeking a leader in the field of Position, Navigation, and Timing (PNT).

This GPS and Position, Navigation and Timing SME will provide technical advisory and engineering support to the DHS Science and Technology Directorate. The SME will be part of a multidisciplinary team of high-performance professionals supporting the client's most vexing technical and technological challenges, and developing solutions to counter current, emerging, and future homeland security threats. Specifically, the selected candidate will support S&T on programs including, but not limited to:  PNT resiliency, interference detection, vulnerability assessments, architecture development, networks and communications, and GPS jamming and spoofing. The successful candidate will be self-motivated, operate well in a matrixed environment, be able to learn, digest, and provide scientific and technical guidance across multiple subdisciplines, and be able to distill and communicate complex technical concepts to enable both technical and nontechnical managers to make informed decisions.


The successful candidate will be proactive in aiding Noblis and the client in defining this role and optimizing its contributions to ensure successful outcomes for the Technology Centers.

The responsibilities of the team member may include:

  • Researching and providing guidance on current and emerging threats, vulnerabilities. and technologies related to GPS and PNT.
  • Evaluating the feasibility of technical approaches to problems.
  • Reviewing technical reports and providing analysis of methods and results.
  • Developing and evaluating capability development strategies.
  • Developing research and development strategies based on capability gaps.
  • Supporting test design and execution for PNT-related systems and protocols.
  • Performing analysis of test data.
  • Developing PNT test plans and roadmaps.
  • Monitoring program and technical performance against goals.
  • Assessing the efficacy, safety, lifecycle costs of proposed or realized scientific solutions.
  • Developing scientific program status reports, briefings, and read-ahead materials.
  • Developing, monitoring, and maintaining a central repository of technical program information (e.g., reports, requirements, etc.).
  • Organizing, coordinating, and participating in meetings, discussions, and seminars.
  • Communicating scientific findings to technical and non-technical audiences as needed.
  • Participating in industry events, working groups, and trainings.
  • Assisting federal SME leads in coordinating, tracking, and submitting responses to RFIs.
  • Providing technical assistance in the development of statements of work (SOW), project planning, and coordination.
  • Identifying the viable technical approaches for addressing technology gaps from the existing state of the art and ongoing Research, Development, and Innovation efforts,
  • Intaking requirements from other DHS Agencies (ex. FEMA, TSA, Coast Guard, etc.) and articulating them to DHS S&T agency stakeholders. 
  • Analyzing and document potential development of technical solution pathways.
  • Assisting federal SME leads in reviewing deliverables against requirements.



  • Master’s degree, or Ph.D. in science of engineering field of relevance
  • Minimum of 10 years of experience (If no advanced degree, then an additional 5 years of experience)
  • TOP SECRET clearance (with SCI eligibility)
  • Eligibility to obtain DHS access and Suitability


  • Degree in a relevant science or engineering field (e.g., electrical engineering, systems engineering, etc.).
  • Comfort reading, analyzing, & critiquing scientific manuscripts, similar to a peer-review process usually learned in graduate school.
  • Comfort discussing technical aspects of laboratory research.
  • Interest in learning about and researching new technical areas; the right candidate will ask questions and seek to understand both technical and programmatic issues.
  • Expertise in the field of threats of interest to domestic national security.
  • Demonstrated knowledge of anti-jam and anti-spoof techniques and technologies.
  • Knowledge of GPS test methodology, requirements, and methods tailored to evaluate the risk and resiliency of PNT systems.
  • Experience with PNT simulations.
  • Publications, patents, or other documented evidence of expertise in these fields.
  • Experience providing direct or consultant scientific support to major programs or system development efforts, preferably supporting national security.
  • Self-motivation and the ability to map out paths to success. 
  • DAWIA certification (especially Engineering, Test and Evaluation, and/or Science/Technology Manager).
  • Experience providing consistent and clear communication with program managers and leadership.
  • Evidence of providing scientific guidance to stakeholders, both written and verbally, targeting both technical and non-technical audiences. This evidence may be in the form of conference talks, industry days, publications, feasibility analyses, or market research regarding state-of-art technologies and their implications.
  • Experience providing strategic scientific guidance, such as technology roadmaps, feasibility analysis, and market research regarding the boundaries of state-of-art technology.
  • Experience supporting technology transition from research and development to operational use.
  • Experience adapting to changes in processes, requirements, and priorities.
  • Experience supporting DoD and/or DHS components (e.g., TSA, CBP, FPS, NPPD, DNDO/CWMD, USCG, ICE).
  • Demonstrated strong technical writing skills, targeting both technical and non-technical audiences.
  • Proficiency with Microsoft Office (especially PowerPoint, Excel, and Project).
  • Candidates with a Top Secret/SCI clearance and DHS Suitability are strongly preferred.

Client Engagement

· Support and lead evolving business development efforts by applying technical and functional expertise to develop business solutions.
· Lead proposal sections for small or limited competition proposals and actively participate in teaming strategy discussions
