Take on the challenge of Digital Engineering transformation. Noblis ESI is seeking a Systems Engineer with requirements management and architecture experience for their Chantilly location to:
-Serve as program support to the government Program Manager (PM) with responsibility for technical knowledge of the assigned teams and programs/projects
-Provide technical guidance and recommendations related to the integration of National Systems-based capabilities
-Generate quantifiable requirements and strategies for complex programs and solutions
-Maintain data and quality assurance of the requirements
-Create, deliver, and maintain the architecture and requirement management processes to enable the planning and development of the enterprise
-Participates in architectural forums and architecture development efforts
-Collaborate with Digital Engineering team to integrate MBSE-based processes
-Assist in the roadmap and implementation from traditional system-to-system architecture to a SAFe Agile-based and Model-Based System Engineering approach
-Support the implementation of the digital engineering requirements management processes and methods into the interconnected and interoperable DE approach
-Lead IPT meetings and review process boards to include but not limited to ERBs, CCBs, SRRs, and PMRs
-Support the PM in multiple areas which include systems, mission, and enterprise engineering; program management; acquisition support; analytic support; technical analysis; user requirement management/development; architecture; and customer outreach and support
-Serve as technical expert in their assigned area
-Other responsibilities include administrative and technical support to the Government leadership team, internal cross tower coordination, external mission partners and other DoD/IC customers
-Experience in Project and Systems Engineering, with emphasis on Government acquisition in DoD or IC
-Possess strong Systems Engineering discipline with architecture and requirements experience
-Experience working space and ground programs from architecture-definition documentation (ADD/CONOPS) through requirements derivation and allocation, performance metric generation and assessment, test case development, and requirement closure tracing
-Ability to facilitate commonality within the enterprise by defining, architecting, and integrating a multi-INT, multi-sensor, and multi-nodal communications architecture
-Capable of achieving an OMG Certified Systems Modeling Professional (OCSMP) Intermediate certification
-Ability to problem solve in a rapidly changing environment and interface with the customer daily
-Track and respond to office tasking, build, and present program briefings, and update project schedules and calendars
-Ability to work independently with minimal supervision and perform other duties as assigned
-Possess excellent writing and verbal communication skills as well as the ability to manage multiple customer requests simultaneously
-Expected to seek and assume higher levels of technical responsibility, manage time effectively across more than one initiative, and apply sound technical judgment
-Must be able to demonstrate excellent relationship building and management skills
-Must possess an active TS/SCI security clearance with a Counter-Intelligence Polygraph
-Experience in transitioning policy, standards, guidance, methods, dashboards, and training to a digital engineering environment
-Analysis of processes and practices, identify improvement opportunities, and implement identified improvements
-Familiarity with the IC and NRO enterprise architecture, DOD's space architecture, and translation of Statement Of Capabilities and Enterprise Capability Document line items to CONOPs and architectures
-Experience developing, editing, and updating system architecture and CONOPs documentation as the system mission model matures
-Knowledge of Electro Optical, RADAR, SIGINT, Communications, Mission Management, and Mission processing systems supporting a space and ground architecture
-Experience generating and codifying inter-segment and inter-system interface requirements for major space mission systems
-Working knowledge of and demonstrated experience with change management processes
-Certified in one or more of the following: INCOSE (or DAWIA equivalent), OMG Systems Modeler, Agile, Project Management, MBSE
-Ability to operate effectively within various SETA, FFRDC, and Government lines of authority
-Experience with RDNG/DOORs requirements database management/repository, Rhapsody, SysML applications, Confluence, Jira, or JSMART
-Understand how system requirements, design, analysis, verification and validation activities are enabled by MBSE across the digital thread (the engineering lifecycle).
-Excellent interpersonal skills and the ability to summarize and brief senior level Government leaders, civilians, and military officers
-Be able to travel
