Responsibilities

Technology and threats evolve rapidly in today’s ever-changing environment. In response, DHS S&T was established by Congress to provide innovative scientific and technical solutions to the nation's homeland security challenges. Within S&T, MCS executes Research, Development, Test and Evaluation (RDT&E) to transition solution approaches, technologies, and knowledge products in support of DHS Component customers including U.S. Coast Guard (USCG), Transportation Security Administration (TSA), Customs and Border Protection (CBP), U.S. Secret Service, , the Federal Emergency Management Agency (FEMA), Immigration and Customs Enforcement (ICE), the Cybersecurity and Infrastructure Security Agency (CISA), Federal, State, Local Tribal and Territorial (FSLTT) first responders, and the larger Homeland Security Enterprise (HSE). MCS covers all DHS mission areas and serves 13 discrete customer portfolios.

 

Role functions may include:

 

  • Overseeing, monitoring, and supporting government-sponsored research programs on leading-edge technologies.
  • Evaluating the feasibility of technical approaches to problems, monitoring performance against goals.
  • Developing test and evaluation strategies, and assessing the efficacy, safety, cost lifecycle costs of proposed or realized solutions.
  • Developing status reports, PowerPoint briefings, and read-ahead materials, as well as organizing/coordinating meetings, discussions, and seminars.
  • Presenting on behalf of programs and communicating to technical and non-technical audiences.
  • Assisting with planning technology transitions to operational customers.
  • Attending meetings, workshops, conferences, and program reviews to facilitate technical discussion with DHS stakeholders and/or performers, provide programmatic and technical review, and record meeting minutes.
  • Facilitating stakeholder engagements, including up to the SES level.
  • Supporting the identification, assessment, evaluation, and testing of existing and emerging technologies, systems, and capabilities, including: coordination with related government, academic, and industry programs; attending meetings and symposia; coordinating meetings and programs reviews; and supporting program advocacy including development and production of presentation materials.
  • Mentoring early career professionals.
  • The position may require travel (limited- 6x/year).

Qualifications

Required Qualifications:

  • Either an Advanced degree and 10 years of specialized experience or equivalent credits/certifications and 15 years of relevant experience.   
  • Applicants selected may be subject to a government security investigation and must meet eligibility requirements for access to classified information.
  • Applicants selected must be eligible to receive DHS Suitability.

 

Desired Qualifications:

  • Experience supporting DoD and/or DHS components (e.g. TSA, CBP, FPS, NPPD, DNDO, USCG, ICE) either operationally or through project management.
  • Advanced degree in physics, engineering, or a closely related discipline.
  • Knowledge of optical (e.g. laser-based) sources, detectors, and systems for national security applications.
  • Knowledge of high-energy (e.g. X-ray, etc.) sources, detectors, and systems for national security applications.
  • Project and program management experience, with demonstrated increasing levels of responsibility.
  • Experience spearheading stakeholder engagement.
  • Evidence of strategic scientific guidance, such as technology roadmaps, feasibility analysis, and market research regarding the boundaries of state-of-art technology.
  • Microsoft Office (especially PowerPoint, Excel, and Project) required.
  • Strong technical writing skills, targeting both technical and non-technical audiences.
  • Experience mentoring early career professionals.
  • Top Security Clearance and DHS Suitability are preferred.

Client Engagement

• Begin developing relationships one level up and two levels down. Identify and support opportunities to expand project scope beyond current deliverable and actively share information about clients’ emerging support needs and trends with team members and management.

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees.
