The Federal Aviation Administration (FAA) Voice Switch and Recording Program Office includes seven different programs related to the voice communication activities of Air Traffic Control within the National Airspace System (NAS). These programs range from the sustainment of Legacy equipment & systems currently in operation across the United States to the design of new systems and procurement of future VS&R equipment.


The VS&R Test Engineer will support the FAA in modernizing and acquiring new air traffic control voice communications systems for the NAS. The Test Engineer will provide domain and technical expertise in the area of system testing, test documentation, devops and software/tool automation, and apply this expertise to support the team through verification and validation (V&V) throughout the full system life cycle. The Test Engineer will facilitate coordination among the team’s functional areas to ensure program success. The individual will apply technical knowledge throughout the phases of V&V/Testing activities and leverage Project Management experience to ensure successful execution of the VS&R projects. The Test Engineer will interact with a team comprised of Noblis, Subcontractor, and FAA staff.


Requires Bachelor's Degree, and 6-15 years relevant experience


Required skills and knowledge:

  • Self-starter (identifies needed tasks and completes them)
  • DevOps experience (e.g., automation tools such as Ansible, Docker, Jenkins, etc.)
  • Linux experience (comfortable on the terminal, writing bash scripts, configuring packages, etc.)
  • Strong logic/reasoning skills (e.g., can understand/analyze requirements, and identify logical contradictions/gaps)
  • Willingness to learn the FAA/JRC stakeholder processes and practice them (e.g., Test & Evaluation process)
  • Good communication skills
  • Software development experience
  • Experience designing and generating requirements-driven tests

Desired skills and knowledge:

  • Experience with FAA/JRC stakeholder processes (e.g., Test & Evaluation process)
  • Environmental test experience (e.g. temperature, shock, vibration, drop, etc.)
  • Experience with design and accreditation of test tools
  • Familiarity with test equipment (e.g. oscilloscopes, logic analyzers, breakout boards, voltage/current measurement devices, network analyzers, network impairment devices, etc.)
  • Experience conducting and participating in technical interchange meetings
  • Networking (Analog/TDM/VoIP) experience (SIP/SDP/RTP), specifically ED-137 VoIP (for ATC communication)
  • Protocol design experience (constructing custom protocols or software implementation of existing protocols

Client Engagement

• Begin developing relationships one level up and two levels down. Identify and support opportunities to expand project scope beyond current deliverable and actively share information about clients’ emerging support needs and trends with team members and management.
