Responsibilities

Noblis ESI is seeking a Combat Systems Intergration (CSI) Project Engineer for their Chantilly, VA location to: 


-Serve as program support to the government Program Manager (PM) with responsibility for technical knowledge of the
assigned groups and programs/projects
-Provide technical guidance and recommendations related to the integration of National Systems-based capabilities into Department of Defense (DoD) combat systems, platforms, and architectures

-Assist the PM/COTR during development of RFP packages and coordinate completion of technical evaluation of proposals received in response to RFPs

-Lead IPT meetings and review process boards to include but not limited to ERBs, CCBs, and PMRs to ensure development contractors are meeting program requirements and schedule

-Serve as technical expert in their assigned area

-Support the PM in multiple areas which include program management, acquisition support, analytic support, technical analysis, user requirement management/development, architecture, and customer outreach and support 

-Other responsibilities include administrative and technical support to the Government leadership team, internal cross tower coordination, external mission partners and other DoD/IC customers

 

Qualifications

Required:

-Bachelor's degree or 6 years of relevant experience in lieu of degree

-8 years of experience in Project and Acquisition Management, with emphasis on Government acquisition in DoD or IC

-Have a thorough understanding of the SIGINT tasking, collection, processing, exploitation and dissemination architecture to include the Integrated Broadcast Service (IBS) and how that service is employed by DoD and other OGAs 

-Have a basic understanding of other intelligence disciplines (i.e., GEOINT) 

Experience with systems engineering techniques and documentation. Fundamental understanding of DoD and IC tactics, techniques, and procedures including CONOPS, architectures

-Ability to problem solve in a rapidly changing environment and interface with the customer daily

-Track and respond to office tasking, build and present program briefings, and update project schedules and calendars

-Ability to work independently with minimal supervision and perform other duties as assigned

-Possess excellent writing and verbal communication skills as well as the ability to manage multiple customer requests simultaneously

-Expected to seek and assume higher levels of technical responsibility, manage time effectively across more than one initiative, and apply sound technical judgment

-Must be able to demonstrate excellent relationship building and management skills

-Must be able to travel

-Must possess an active TS/SCI security clearance with ability to obtain a Counter-Intelligence Polygraph

 

Desired:

-Master’s Degree

-Advanced skills in writing, reviewing and editing of technical reports, statements of work, white papers and other technical and programmatic documents

-Excellent interpersonal skills and the ability to summarize and brief senior level Government leaders, civilians and military officers

-Ability to build and present technical briefings and reports with specific knowledge of SIGINT, GEOINT, MASINT, or Multi-INT
