Responsibilities

Noblis is seeking a highly qualified Business Development (BD) and Capture executive in Huntsville, AL or Reston, VA area focused on business growth in Federal Bureau of Investigation (FBI) and Department of Justice (DOJ), with occasional capture support in related Intelligence Community (IC) agencies. Noblis has a long-standing presence within the law enforcement community, with past performance that demonstrates our exceptional delivery over the past 25 years. Noblis has a diverse cadre of technical subject matter experts who partner with our BD and capture executive to expand client relationships and strengthen our contract portfolio through a well-defined growth pipeline and associated capture strategies. This individual will be aligned to the Intelligence & Law Enforcement Mission area of the company and will report directly to the Mission Area Vice President. 

The BD and Capture executive has demonstrated client relationship development, established relationships across industry, a reputation of trust and integrity, and a proven record of winning recompetes and new business. Specific activities and responsibilities of the position include:  

 

  • Engaging with existing and potential new clients to understand their pain points and needs, gathering information that informs capture activities that enable Noblis to invest in relevant capabilities and talent, preparing our bid submission with a winning combination of approaches, solutions, and people
  • Owns the business development pipeline for law enforcement accounts and facilitates progress against capture plans with measurable outcomes that demonstrate effective shaping strategies that increase PWin through the capture process
  • Provides inputs into Noblis Sponsored Research (NSR) ideas that influence our roadmap of capabilities and solution investments based on client use cases and feedback
  • Develops and fosters client relationships across law enforcement clients and evangelizes Noblis capabilities to increase brand awareness
  • Advocates for Noblis platforms, products and solutions through various forums and industry events
  • Enables and assists the Mission Area (MA) VP, other BD Directors, and market-facing solution architects to develop pipelines for our platforms, products, and solutions in existing and new markets
  • Works with the Marketing and Communications team to develop and update marketing collateral (print and digital) to maintain relevancy and tailor content for specific opportunities (proposals, conferences, etc.)
  • Works closely with technical experts, solution architects, and account leads in writing and submitting collateral, hosting demonstrations, facilitating client visits to Noblis labs, developing whitepapers, and representing Noblis at various events (industry days, 1:1 meetings with clients, teaming discussions, etc.)

Qualifications

Position Requirements:

  • Bachelor’s degree in business or related field with master’s degree preferred
  • Minimum of 10 years of experience in business development within the federal government 
  • Minimum of 12 years of experience in related areas in total
  • Demonstrated experience leading significant new business captures with in-depth knowledge of shaping activities that provide winning arguments related to acquisition processes/types, evaluation criteria, transition strategies, key personnel qualifications, and past performance
  • Strong oral and written communications skills with experience in developing and authoring responses to market surveys, requests for information (RFIs), requests for proposals (RFPs), and leading meetings with Government and industry
  • Understanding of contract types, finance and program management systems, Salesforce, including processes related to various types of competitions, types of contracts, and timely strategies and trends within the federal government
  • Experience in developing teaming and pricing strategies that are competitive

  • Experience building and managing senior level client relationships
  • Strong facilitation and communication skills – both written and verbal
  • A team player who collaborates across teams and shares best practices and lessons learned
  • Unquestionable integrity, credibility, and character with a reputation as a trusted partner to clients and industry
  • Proposal leadership that involves all aspects of proposal management, book boss, volume lead, and transition approaches
  • Strong leadership, problem solving, and decision-making abilities
  • TS clearance with SCI and recent polygraph desired
