Responsibilities

 

The Department of Defense’s (DoD) Cooperative Threat Reduction (CTR) Program works cooperatively with allies and partners to reduce or eliminate WMD threats. The DoD’s CTR Program is implemented by the Defense Threat Reduction Agency (DTRA) in alignment with the 2017 National Security Strategy, 2018 National Defense Strategy, and the DoD Countering Weapons of Mass Destruction Strategy. The cooperative nature of the DoD’s CTR activities yields a secondary benefit of strengthening regional alliances, deepening existing partnerships, and attracting new partners.

Responsibilities:

 

Noblis is looking to hire an International Disease Reporting Information Systems Subject Matter Expert to support the mission in cooperation with partner nations. Responsibilities for this position may include:

  • Providing expertise to support multidisciplinary and multinational project development and implementation
  • Providing technical subject matter expertise on international disease reporting information systems (biosurveillance systems) and sample inventory systems to government clients
  • Assisting with the development of disease reporting and inventory platform requirements
  • Assisting with testing disease reporting and inventory systems developed and implemented by external implementers
  • Assisting with acquisition and management of contracts related to developing and implementing international surveillance and inventory systems
  • Performing gap assessments of existing disease surveillance systems, utilizing a combination of open source documents, stakeholder interviews, and possibly site visits
  • Informing project monitoring and evaluation efforts
  • Supporting the development and delivery of written and oral reports based on analysis and synthesis of research

Qualifications

Qualifications

Required skills and knowledge:

  • Education/Experience:
    • BA/BS with 5+ years of experience or MA/MS with 3+ years of experience in health systems
  • Expertise in health information reporting systems and familiarity with biosurveillance information reporting systems (e.g., DHIS2, EIDSS) and how those platforms function within public health systems.
  • Have a high attention to detail, ability to work in a fast-paced environment, ability to juggle multiple tasks at the same time, and ability to perform thorough literature and source reviews.
  • Must have Secret level clearance (or higher). 

 Desired Qualifications:

  • Experience working with laboratory information management systems (e.g., LIMS). 
  • Experience working in international health settings.
  • Experience with contract acquisitions.
  • Experience with project management.
  • Cybersecurity knowledge (e.g., CISSP certification).
  • Experience working with the US government on health security.
  • Familiarity with international information standards.
  • Excellent written and oral communication skills.
