As a Scrum Master at Noblis you will be part of our Center for Medicare & Medicaid Services (CMS) team. You will be part of an all-star cross-functional team assisting CMS as they continue their Agile journey using Scrum, Kanban, SAFE, and Lean concepts. You will work with a Senior Agile Coach to train, coach, and advise teams and stakeholders, facilitate team and program-level events, and act as a Release Train Engineer (RTE)to relentlessly improve CMS’s project outcomes using SAFE.


As a Sr. Scrum Master, you will:

  • Lead, conduct analysis and recommend process improvements that fosters agility, innovation, and cost savings
  • Address both the technological and service aspects of IT delivery when working with our clients to implement a transformation
  • Create expert-quality Jira dashboards that allow our client to see the “big picture” of program execution while still being able to drill down into individual team-level results.
  • Develop presentations and reports conveying complex information and deliver this information orally when necessary.
  • Enable and facilitate remote team interaction using tools like Mural and SAFE
  • Collaborate, WebEx Teams, Microsoft Teams, WebEx, Zoom, etc.
  • Build compelling, interactive dashboards using Jira, Confluence, Slack, eazyBI, Structure, and Big Picture that allow our clients to get a bird’s eye view of a whole program or drill down into a specific team.
  • Interface directly with our CMS clients, help train and coach them to apply Lean Thinking and Agile framework to enable innovation and experimentation.
  • Facilitate the Agile Release Train and take responsibility for program execution, escalating impediments, managing risk, and helping drive program-level continuous improvement
  • Facilitate program events such as Release Planning, Inspect & Adapt Workshops, Scrum of Scrums, and PO Syncs.
  • Provide guidance in Agile, Scrum, Kanban, and SAFe, lead Agile delivery teams consisting of a mix of client and contractor staff.
  • Support Architectural Runway development, particularly where Human-Centered Design is involved.

CMS is the largest healthcare coverage provider in the world with over 145 million Americans that rely on the programs CMS administers including Medicare, Medicaid, the Children’s Health Insurance Program (CHIP), and the Exchanges.  CMS processed 1,250,257,000 claims and paid providers $701.8 billion dollars in FY 2018.  These systems are supported by an IT budget of $2.8 billion, as reflected in the FY 2019 Operating Plan.  


  • Minimum of a Bachelor's degree or equivalent experience (Health IT, Computer Science, Systems Engineering, or Business preferred).
  • Minimum of 5 years professional experience and 3 years specific experience as a Scrum Master plus a Bachelors degree or 1 years Scrum Master and a Masters Degree. 
  • Experience in a scaled environment is a plus.
  • 1+ years’ experience managing the program level of SAFe Agile (planning and executing the Program Increment)
  • Experience in management consulting or equivalent role, including the practical application of strategic frameworks, methodologies and approaches to address organizational challenges
  • Ability to thrive in an ever changing, technology-based consulting environment
  • Ability to translate technical requirements into business solutions including experience analyzing current state quantitative and qualitative data, summarizing findings, developing conclusions, and making strategic recommendations
  • Demonstrated leadership experience and ability to adapt, with willingness to readily take ownership of tasks and problems, which often extend beyond initial scope of responsibility
  • Excellent interpersonal and communication skills (verbal and written)
  • Initiative to actively seek new knowledge and improve skills
  • Proficiency in the use of Microsoft Word, PowerPoint, Excel, JIRA and Confluence
  • Strong oral and written communication skills and the ability to present a polished and professional image to clients
  • Experience developing proposals, request for information, and client presenting briefings


Desired Qualifications:

  • Progressively responsible experience as a Scrum Master or Agile Coach
  • Bachelor’s degree in IT Management, Health Policy, Systems Engineering, Operations Management, Health Systems Management, Healthcare Administration, Business Administration, or related field.
  • Certified Scrum Master certification required, A-CSM or CSP preferred
  • PMI Certifications (PMP, ACP) or Lean Six Sigma Black Belt
  • Experience working with the Centers for Medicare and Medicaid Services
  • Any SAFe certification is a plus

Client Engagement

· Support and lead evolving business development efforts by applying technical and functional expertise to develop business solutions.
· Lead proposal sections for small or limited competition proposals and actively participate in teaming strategy discussions
