The DHS Countering Weapons of Mass Destruction Office (CWMD) works to prevent attacks against the United States using a weapon of mass destruction (WMD) through timely, responsive support to operational partners.  (CWMD) leads DHS efforts and coordinates with domestic and international partners to safeguard the United States against CBRN and health security threats. Strategic goals include:  

  • Anticipate, identify, and assess current and emerging WMD threats.
  • Strengthen detection and disruption of CBRN threats to the homeland.
  • Synchronize homeland counter-WMD and health security planning and execution.

Role Description: 


Noblis is positioned to provide journeyman-level intelligence analysis and support to decision makers in the Countering Weapons of Mass Destruction (CWMD) office as CWMD transitions its efforts to include more threat anticipation and threat identification support to DHS components using information obtained from its distributed sensor network capabilities and other sources and its R&D and acquisition resources. Threat understanding at its earliest point possible is critical to driving counter activities employed by DHS components and future CWMD research and development, test and evaluation, acquisition, and operation activities.    


If you are interested in this exciting opportunity to advance DHS’s new approach to countering WMD, we are actively seeking to identify personnel to join our team of talented professionals who possess the experience, vision, commitment and integrity to successfully support the strategic goals of DHS CWMD by assisting with the fulfillment of the office’ policy and strategy requirements as DHS’s CWMD focal point as a Journeyman Intelligence Analyst for CWMD.


Responsibilities include:


  • Advise and assist in drafting, coordinating, presenting, and disseminating CWMD intelligence reporting requirements.
  • Review open source info and classified intelligence (regional or function focused) and build intelligence products.
  • Deliver intelligence briefings and respond in detail to key CWMD staff.
  • Manage requests for information.
  • Analyze processes that support planning while prioritizing intelligence on a daily basis.
  • Evaluate processes to support advanced analytics and requirements development for open source information and classified intelligence.
  • Exchange data and information with military and other federal organizations such as the Office of the Secretary of Defense, Department of Energy, Federal Bureau of Investigation, etc.). 




  • Current TS/SCI clearance with the ability to obtain DHS Suitability
  • M.A/M.S. degree and 3+ years experience OR B.S and 4+ years in intelligence analysis.
  • Ability to serve as production or overall author for individual reports and projects.
  • Demonstrated experience in supporting customer efforts developing and fostering relationships with DHS and other USG/Intelligence Community partners at the analyst level.
  • Execute WMD threat analysis to produce products (papers, presentations and reports) to inform senior DHS leadership, DHS Components and other federal, state and local homeland security customers for the purposes of: identifying and understanding WMD Homeland threats.


  • Possession of experience and depth of skills in intelligence systems and tools and have relevant experience in national, command, or law enforcement intelligence.
  • Previous experience with CBRN/WMD-related intelligence preferred.
  • Excellent communication to include technical writing and editing, oral communication, organization, critical thinking, and interpersonal and customer service skills to engage stakeholders and PMs.
  • Ability to plan individual efforts and follow through to completion.
  • Competent to function efficiently in a fast-paced, demanding work environment. Ability to respond to quick turn-around IC requests.
  • Flexible and readily adaptable to change.
  • Willingness to complete wide variety of tasks especially during an event; everything from very technical to some basis tasks.

Please note:  Due to the classified nature of this work, this role will require being on-site at the DHS St. Elizabeth's campus location during some office hours during the week.

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees.
