Responsibilities

Noblis is seeking to hire a Technically Focused Project and Capture Manager.  

  

Interested in joining our multi-disciplinary team working with clients to design and disseminate capabilities and solutions to the most challenging problems in Vulnerability Analyses, Encryption, and Data Science? In your role you will work with various teams to design, develop, deploy, maintain, and migrate solutions in multiple environments for various national security missions spanning identity management, digital media exploitation, and cyber end-to-end systems that are transforming the way law enforcement and intelligence communities handle and analyze information and translate it into actionable intelligence. This multi-faceted opportunity might be right for you.  

You would join Noblis’ Law Enforcement Programs division as we continue to grow our capabilities. Today our team consists of developers, scientists, engineers, researchers, and analysts that have served federal, state, and local government clients on the most difficult high-consequence problems in analytics, biometrics, AI/machine learning, encryption, and forensic science for over 20 years. Our team is engaged across the law enforcement and intelligence community and has been instrumental in making our customers’ programs successful in analytics, automation, and digital solutions spanning identity science, AI/machine learning, computer vision, biometrics, forensics, media analytics, systems engineering, software development/integration, DevOps, and cloud technologies. The responsibilities of a Technically Focused Project and Capture Manager are: 

Technical Project Manager Responsibilities 

  • Functionally lead and manage several projects within an existing program – help keep our teams running and keep them collaborating across disciplines 
  • Coordinate full software development lifecycle activities including the intersection of many different capabilities into the client’s workflow 
  • Facilitate planning and integration activities for cutting edge Artificial Intelligence and Machine Learning algorithms into enterprise tools, applications, and systems 
  • Interface with clients to gather requirements, feedback, and opportunities for improving systems under development 
  • Routinely get exposed to and learn new technologies and platforms  
  • Participate in and contribute to daily Scaled Agile development activities with one or more teams 

Business Development/Capture Manager Responsibilities  

  • Work with DOJ/FBI Business Development Director in developing and achieving growth goals and account strategy 
  • Grow your awareness of diverse capability sets across the company and government  
  • Work closely with solution owners in writing and submitting collateral, whitepapers, rough order of magnitudes (ROMS) to Customers. 
  • Manage and monetize a large IDIQ by leading Capture efforts on Task Orders aligned to Noblis and Teammate capabilities.  
  • Participate in branding events. 
  • Contribute to and lead technical proposal efforts by utilizing capabilities across the company. 
  • Identify opportunities that are aligned with Noblis’ strategic priorities and cultivate relationships with clients to expand the footprint within an account or porting the work to another account/client. 

 

Qualifications

Required minimum skills and knowledge: 

  • Bachelor’s degree in a technical field + 8 years of experience
  • Active Top Secret Clearance
  • Ability to obtain TS SCI w/CI Poly
  • High energy, sense of urgency, decisiveness, and ability to work well independently and under pressure. 
  • Understanding of law enforcement and intelligence community contracts, finance, and acquisitions, including processes related to various types of competitions, types of contracts, and timely strategies and trends. 
  • Minimum 3 years of experience in business development, building relationships with clients, and leading capture efforts.  
  • Minimum 3 years of experience working with functional leadership of small to medium sized teams 
  • Minimum 3 years of experience managing staffing, budgets, stakeholder engagements, including clients 
  • Minimum 3 years successfully capturing work within DOJ/FBI 
  • Minimum of 1 year managing staff

Desired skills and knowledge: 

  • Strong ability to integrate and deliver against technically complex requirements in public sector environments 
  • Active PMP certification. 
  • Strong leadership, problem solving, and decision-making abilities. 

 

 

 

Client Engagement

• Begin developing relationships one level up and two levels down. Identify and support opportunities to expand project scope beyond current deliverable and actively share information about clients’ emerging support needs and trends with team members and management.
