Responsibilities

The Department of Defense’s (DoD) Cooperative Threat Reduction (CTR) Program works cooperatively with allies and partners to reduce or eliminate WMD threats. The DoD’s CTR Program is implemented by the Defense Threat Reduction Agency (DTRA) in alignment with the 2017 National Security Strategy, 2018 National Defense Strategy, and the DoD Countering Weapons of Mass Destruction Strategy. The cooperative nature of the DoD’s CTR activities yields a secondary benefit of strengthening regional alliances, deepening existing partnerships, and attracting new partners.

Responsibilities:

 

The Business Analysis Consultant supports DTRA CTR finance activities. Responsibilities for the position include, but are not limited to, the following:

 

  • Utilize ADVANA to extract data/verify historical data/create reports as needed.
  • O&M funding - track obligations and de-obligations.
  • Pull data for program semi-annual data for reports (end of June/December).
  • Update the financial charts for the business meeting.
  • Update the Funding Profile as needed/ reconcile to JSCBIS/JICAP data provided by FM team.
  • Year-end reporting - create year-end financial results.
  • Year-end cumulative investment chart - create results.
  • Update the CT FM SharePoint site/upload data/maintain the Budget.
  • Analyse financial data by Program (as needed).
  • Review the Bi-Monthly Business Meeting Slides - validate the financial information is correct.
  • Produce the weekly Financial Ops Report.
  • Pull and validate the financial information for input into reports such as the Annual Report to Congress.
  • Support Annual Spend Plan preliminary in July - Create Excel files for Spend Plan brief.
  • Input into the Spend Plan briefing for Sr. Leadership.
  • Weekly run report for WAT Spend Plan - compare DAI obligations to WAT awards.
  • Update Excel files with current data.
  • For the Bi-monthly CTR Business Meeting - review WAT Business slides for accuracy/ review finance slides for accuracy.
  • Audit the WAT data for data accuracy for BTRP and other programs.
  • Review cost model data is in alignment with actual obligations/expenditures in DAI financial data.
  • Provide custom data pulls for request contract Obligations and ULOs.
  • Ad Hoc reports as needed.

Qualifications

Required skills and knowledge:

  • Education/Experience:
    • The candidate must possess a bachelor's degree and over 3 years of relevant experience. 
  • Experience working with the U.S. government financial data and spend plans.
  • Experience with Excel and financial analysis tools.
  • SECRET clearance or higher.

 

Desired Qualifications:

  • Education/Experience:
    • A bachelor's degree and over 10 years of relevant experience.
  • Experience working at DTRA or DoD.
  • Experience with ADVANA, JSCBIS, JICAP, WAT, DAI, and SharePoint. 
  • Excellent communication, written, and organizational skills.
  • Ability to work on multiple projects which includes prioritizing, tracking, attention to detail, follow-up and follow-through to project completion.
  • Flexibility/adaptability to work in a fast-paced environment.

Client Engagement

• Begin developing relationships one level up and two levels down. Identify and support opportunities to expand project scope beyond current deliverable and actively share information about clients’ emerging support needs and trends with team members and management.
