Responsibilities

Noblis ESI is seeking a Requirements Configuration Manager for their Chantilly location to: 
-Serve as program support to the government Program Manager (PM) with responsibility for technical knowledge of the
assigned teams and programs/projects
-Provide technical guidance and recommendations related to the integration of National Systems-based capabilities.

-Participate in IPT meetings and review process boards to include but not limited to ERBs, CCBs, SRRs, and PMRs

-Manage/Track Requirements across multiple programs/projects, processes, and tools

-Collaborate with Digital Engineering team to integrate MBSE-based processes

-Establish and maintain configuration and data management policies and procedures

-Support the release of drawings, schedules and system configuration changes specified by management and other functional groups through the Request For Change process

-Serve as technical expert in their assigned area

-Other responsibilities include administrative and technical support to the Government leadership team, internal cross tower coordination, external mission partners and other DoD/IC customers

 

-Must have an active Top Secret/SCI clearance with a Counter-Intelligence Polygraph

Qualifications

Noblis ESI is seeking a Requirements Configuration Manager for their Chantilly location

-Bachelor's degree or 5 years of relevant experience in lieu of degree

-7 years of experience in Project and Systems Engineering, with emphasis on Government acquisition in DoD or IC

-Experience in requirements management, tracking, and traceability processes and tools (such as RDNG/DOORS)

-Ability to problem solve in a rapidly changing environment and interface with the customer daily

-Analysis of current processes and practices, identify improvement opportunities, and implement identified improvements

-Track and respond to office tasking, build and present program briefings, and update project schedules and calendars

-Ability to work independently with minimal supervision and perform other duties as assigned

-Possess excellent writing and verbal communication skills as well as the ability to manage multiple customer requests simultaneously

-Expected to seek and assume higher levels of technical responsibility, manage time effectively across more than one initiative, and apply sound technical judgment

-Must be able to demonstrate excellent relationship building and management skills

-Must possess an active TS/SCI security clearance with a Counter-Intelligence Polygraph

 

Desired

-Master’s Degree

-STEM or business degree

-Experience in transitioning policy, standards, guidance, methods, dashboards, and training to a digital engineering environment

-Experience in requirements verification and validation

-Experience with requirements management in an MBSE tool to include requirements traceability and verification

-Understand how system requirements, design, analysis, verification and validation activities are enabled by MBSE across the digital thread (the engineering lifecycle).

-Analysis of current processes and practices, identify improvement opportunities, and implement identified improvements

-Working knowledge of the acquisition lifecycle

-Knowledge of National Ground or Space systems 

-Demonstrate an understanding of the requirements definition process

-Experience with systems engineering techniques and documentation.

-Certified in one or more of the following: INCOSE (or DAWIA equivalent), OMG Systems Modeler, Agile, Project Management, MBSE

-Ability to operate effectively within various SETA, FFRDC, and Government lines of authority

-Have a basic understanding of intelligence disciplines (i.e., SIGINT, GEOINT). 

-Excellent interpersonal skills and the ability to summarize and brief senior level Government leaders, civilians, and military officers

-Be able to travel

• Begin developing relationships one level up and two levels down. Identify and support opportunities to expand project scope beyond current deliverable and actively share information about clients’ emerging support needs and trends with team members and management.
· Participate on proposals
