Responsibilities

Application Integration Lead Assessment Engineer

 

Noblis MSD scientists, engineers, technical staff, analysts, and program managers identify and deploy secure shipboard technologies, integrate information technology across shipboard platforms and shipboard systems, and develop computing and networking strategies to support the Warfighter.  Noblis MSD employees create strategic solutions to help customers reach new levels of mission support and transform their organizations.

 

Noblis MSD is seeking a senior systems engineer to assume the role of Application Integration Lead Assessment Engineer.  You will lead and provide full spectrum systems engineering support for various applications and systems fielding on PEO C4I Tactical Networks (CANES, ISNS, SCI-N, CETRIXS-M, SubLAN).  You will be responsible for the review and analysis of the technical requirements of these applications to support development of integration solutions for them on various network baselines and platforms.

 

Key Responsibilities

 

  • Lead and participate in research related to the architecture, design, and implementation of complex Server-hosted, Workstation-hosted, and Connected Systems, including both hardware and software integration with the network(s)
    • Hardware includes computers, repository servers, data centers, routers, switches, inline encryptors, wireless and Radio Frequency communication, and modems
    • Software includes Linux, Windows, VMWare, Redhat, CoreOS and virtual environment, Ansible, and Software Defined Networking technologies (i.e., Quagga, FRR, VYOS, ONOS)
  • Perform assessments regarding the technical viability of applications planning to field multiple networks and related baselines by investigating, analyzing, and documenting network integration requirements for each application across the applicable networks
    • Review the integrating application or system network requirements to ensure alignment of requirements with the network functional specifications
    • Work with the application/system providers to identify and mitigate gaps and potential programmatic risks to integration
    • Develop feasibility assessment briefs to identify technical shortfalls that would impact chances of successful integration with the network and provide way ahead recommendations to leadership and members of change control boards
  • Work with application providers to investigate, define, and document an integration solution, and ensure that the integration solution is aligned with their requirements and what the network can support
  • Provide recommendations for updates to network program technical documentation (via the Requirements Review Board or via Enterprise Change Request) or to the application/system via coordination with network systems engineers and application/system providers to align network and application architectures
  • Monitor and meet project deadlines related to system development, Service Request Forms (SRFs), Engineering Change Requests (ECRs), and configuration management
  • Provide recommendations for process improvements
  • Attend technical meetings and act as a subject matter expert for system requirements, network resources, services, architecture, and design
    • Support Technical Exchange Meetings (TEMs) to review and validate resource and service requirements in support of the planning/development efforts for new network baselines and upgrades
  • Support maintenance of Baseline Resources Capacity Tracker spreadsheets
    • Responsibilities include management analysis to support compute sizing, along with analysis to determine whether applications can be hosted within network baselines
  • Produce technical documentation in support of engineering solutions that may include, but are not limited to, architectural drawings, physical & logical network diagrams, detailed design specifications, and thorough implementation instructions
  • Peer review of technical and process documents 
    • Review, recommend, and write updates to technical documentation in support of the US Navy, NAVWAR, NIWC PAC
    • Develop, update, and maintain program of record documentation

Qualifications

Required Skills:

  • Bachelors’ Degree in Computer Science, Computer Engineering, and/or Electrical Engineering from an accredited university, plus 8 years of related experience, or equivalent experience with technical certifications
  • (Equivalent experience to a Bachelor's Degree is High School plus 14 years or an Associate's Degree plus 11 years)
  • Knowledge in Information Technology (IT), computer system infrastructure, data communication and network system, Transmission Control Protocol/Internet Protocol (TCP/IP), Open Systems Interconnection (OSI) model, and routing protocols
  • Possess knowledge of computing and network equipment and functions
  • Technical risk analysis skills
  • Familiarity with requirements management and analysis
  • DoD Secret clearance
  • Very good written and verbal communication, along with effective time and project management skills

Required Experience:

  • 4 years minimum technical experience in architecting and designing DoD data transport network system or Wide Area Networks
  • 4 years minimum of designing DoD data communication and network architecture and design
  • Experience in system requirement definition, system requirement and functional allocation, and system use cases
  • Experience in working in an Integrated Product Team (IPT), and leading functional/specialty engineers in the IPT
  • Experience in creating engineering documents and drawings

 

Preferred Skills:

  • Familiarity with the PEO C4I and/or additional PEO organizational landscapes and understanding of related PMWs, PMSs, IWSs and cross organizational relationships
  • High-level understanding of the different phases of DoD system design, development, and acquisition
  • Practical knowledge of DoD Architecture Framework (DoDAF), National Council of Systems Engineering (NCOSE), Institute of Electrical and Electronics Engineers (IEEE) systems engineering processes and practices, Model Based Systems Engineering (MBSE), and Model Based Systems Architecture Process (MBSAP)
  • Experience in architecting and designing data communication systems from requirements using DoD and industrial standards and tools such as DoDAF, Cameo Magic Draw, SYSML, UML, and other modeling languages/tools
