As a Data Scientist at Noblis you will be part of our Health Solutions account team working with the Centers for Medicare and Medicaid Services (CMS).  


As data scientist for the Noblis CMS team you will be working with our federal clients to develop and maintain data guidelines, analytic programs, and database management systems to support programs essential to providing healthcare directly to nearly half of all Americans, and broadly impacting the entire U.S. healthcare system. In your role you will learn and understand existing and planned data architectures and models and help to develop creative approaches to modernization and design for analysis. You will also contribute to exploring emerging technology trends in data management and data science and developing engineering proofs-of-concept to understand potential applicability of these technologies. An important part of this work will be integrating traditional database paradigms with NoSQL and cloud data paradigms, with a focus on supporting machine learning/artificial intelligence (ML/AI) and natural language processing (NLP) applications. 


Required minimum skills and knowledge: 

  • Bachelor’s in Computer Science, Engineering, or related with a minimum 5+ years of related experience 
  • Experience with SQL databases and data models (especially PostgresQL, Amazon Aurora) 
  • Experience with programming in TensorFlow, C++, R, Python, JavaScript/TypeScript, or other similar languages 
  • Experience with NoSQL databases (e.g. MongoDB, Neo4J) 
  • Experience designing data models and approaches 
  • Experience working in the cloud environment (e.g. AWS) 


Desired skills and knowledge: 

  • Experience with designing, implementing, and using REST APIs 
  • RDF/OWL, SPARQL, and Semantic Web technologies 
  • Data catalogs and data management 
  • Statistical and ML analytics and modeling (e.g. R, Spark, etc.) 
  • TensorFlow, PyTorch, or other deep learning frameworks a plus 
  • Applied Natural Language Processing 
  • Government healthcare data experience a plus 
  • FHIR or NIEM experience a plus 
  • Experience in quantitative research.  
  • Ability to help visualize the data for analysis and to display results.  
  • Excellent interpersonal skills and ability to get along with data scientists, engineers, and customers at all levels.  
  • Ability to work in a dynamic team-oriented environment, demonstrate teamwork and initiative, and function productively in a dynamic work environment.  

Client Engagement

This role is client-facing, and involves collaboration with a wide range of partners, from senior agency leadership to subject matter experts, to contractors performing project work. As a Data Scientist you will:

Understand and use a variety of data types
Apply data science techniques, methods, and principles to create the appropriate data model/solution
Develop data concepts for exploratory application
Communicate data solution ideas and prototypes supported by objective analyses, to facilitate decision-making
Develop presentations and reports conveying complex information, ideas, and concepts
Interface directly with our CMS clients
Work with Senior Leadership to drive account growth data capabilities
