The Telecommunications Engineer will serve as a technical subject matter expert (SME) either leading or serving on high-performing teams helping agencies to define, specify and acquire telecommunications and networking solutions. Typical tasks will include analyzing current network services inventory and solutions; developing “to be” network architectures and solutions; documenting requirements; preparing Statements of Work/Request for Proposals using GSA program and agency norms and terminology; participating in technical evaluations of vendor proposals; writing evaluation reports for government review; making recommendations with regard to source selection decisions; supporting transition and implementation activities; and supporting the ongoing evolution of agency networks. Examples of areas of expertise used in these efforts include wireless and wireline voice/data/video services and equipment, wide area transport and access services (Optical fiber, wavelength services, Ethernet, IP-MPLS, satellite), virtual private network (VPN) and managed network services, and other network-based services such as cloud-based Infrastructure as a Service (IaaS), call center services, and network security services. Examples of specific agency challenges to be addressed include transformation of end-of-life TDM technologies, consolidation of sub-agency networks, development of higher capacity, more resilient solutions (e.g., by mitigating risks due to single points of failure (SPOFs) in the network), and longer term evolution to more virtualized, software-controlled networks.
The Telecommunications Engineer will work with accomplished Noblis experts to provide a wide range of consulting services and expertise, including systems engineering, strategic IT infrastructure technology planning, acquisition strategy, requirements development, source selection support, operations planning, policy development, and program management support. As part of a Noblis team, candidates will work closely with government clients to understand current issues and challenges, generate practical and effective solutions, and assist with acquisition, deployment, and management of those solutions, typically working “on the government side of the table” as an unbiased, trusted partner.

A Bachelor’s or Master’s degree (plus) in a technical discipline such as Electrical or Systems Engineering, Computer Science, Mathematics, or Physics; a related disciple with an academic concentration in Telecommunications is desirable.
