Responsibilities

The Telecommunications Engineer will serve as a technical subject matter expert (SME) either leading or serving on high-performing teams helping agencies to define, specify and acquire telecommunications and networking solutions. Typical tasks will include analyzing current network services inventory and solutions; developing “to be” network architectures and solutions; documenting requirements; preparing Statements of Work/Request for Proposals using GSA program and agency norms and terminology; participating in technical evaluations of vendor proposals; writing evaluation reports for government review; making recommendations with regard to source selection decisions; supporting transition and implementation activities; and supporting the ongoing evolution of agency networks.   Examples of areas of expertise used in these efforts include wireless and wireline voice/data/video services and equipment, wide area transport and access services (Optical fiber, wavelength services, Ethernet, IP-MPLS, satellite), virtual private network (VPN) and managed network services, and other network-based services such as cloud-based Infrastructure as a Service (IaaS), call center services, and network security services. Examples of specific agency challenges to be addressed include transformation of end-of-life TDM technologies, consolidation of sub-agency networks, development of higher capacity, more resilient solutions (e.g., by mitigating risks due to single points of failure (SPOFs) in the network), and longer term evolution to more virtualized, software-controlled networks.

 

The Telecommunications Engineer will work with accomplished Noblis experts to provide a wide range of consulting services and expertise, including systems engineering, strategic IT infrastructure technology planning, acquisition strategy, requirements development, source selection support, operations planning, policy development, and program management support. As part of a Noblis team, candidates will work closely with government clients to understand current issues and challenges, generate practical and effective solutions, and assist with acquisition, deployment, and management of those solutions, typically working “on the government side of the table” as an unbiased, trusted partner.

 

Technical

  • Apply systems engineering, telecommunications and networking engineering, and information assurance principles and knowledge; define and document technical requirements; support planning and scheduling activities; perform technical market research and analyses of vendor capabilities; perform feasibility analyses and technical risk assessments; provide SME support to government evaluations of industry proposals.
  • Apply education, training or experience in telecommunications technologies, services or protocols, especially Ethernet, IP, and fiber optics, as well as converged service offerings. Knowledge of emerging virtualization technologies and offerings based on Software Defined Networking and Network Functions Virtualization is particularly desired. Knowledge of legacy TDM technology and services is also useful.
  • Working independently with general instruction, adapt and apply Noblis’ principles, concepts, processes, tools and methodologies to solve real-world problems in a team environment, with special focus on the development of integrated enterprise communications infrastructure solutions.
  • Develop and apply knowledge of Federal acquisition practices and regulations to the competitive best value procurement of telecommunications and networking services and solutions at the complex agency enterprise network level.
  • Research, understand and analyze the current market for and trends in telecommunications products and services and network-enabled IT products and services including market segmentation analysis

Communication and Interpersonal

  • Demonstrate verbal and written communications skills sufficient to understand and articulate requirements for architecting, specifying, provisioning, and managing telecommunications services and network-enabled IT services via government-wide acquisition vehicles.
  • Prepare and/or contribute to technical reports, memos, analyses and briefings. Plan and manage assigned deliverables.
  • Support meetings, inter-team communication, and issue resolution with the client and internal/project stakeholder groups. Visit and potentially work at customer sites.
  • Work closely and collaboratively with Noblis team leaders and members.

Qualifications

A Bachelor’s or Master’s degree (plus) in a technical discipline such as Electrical or Systems Engineering, Computer Science, Mathematics, or Physics; a related disciple with an academic concentration in Telecommunications is desirable.

  • Knowledge and 10 years of experience in one or more relevant technical subject areas, such as wide-area networking (IP VPNs), last-mile technologies and services, enterprise network operations, network security, managed services, contact centers, wireless and cloud-based offerings.
  • Demonstrated understanding of transmission theories and networking protocols is highly desirable. Proficiency in software development is useful.
  • Relevant work experience in the areas of telecommunications employed by telecommunications service providers or equipment manufacturers is highly desirable.
  • Background in telecommunications applications at the government agency enterprise level is highly desirable.
  • Excellent communication, collaboration, and presentation skills. Proven results-oriented problem solving abilities. Facility with presentation graphics and/or spreadsheet tools highly desirable.
  • Ability to work in a dynamic team-oriented environment, demonstrate teamwork and initiative, and function productively in the face of new assignments and the re-prioritization of existing assignments.  
  • Familiarity with relevant Federal technology issues, policies, regulations or practices is highly desirable. Experience with or knowledge of government acquisition/contracting practices, programs and regulations (FAR, DFAR, etc.) is especially useful.

Client Engagement

· Support and lead evolving business development efforts by applying technical and functional expertise to develop business solutions.
· Lead proposal sections for small or limited competition proposals and actively participate in teaming strategy discussions
