The Department of Defense’s (DoD) Cooperative Threat Reduction (CTR) Program works cooperatively with allies and partners to reduce or eliminate WMD threats. The DoD’s CTR Program is implemented by the Defense Threat Reduction Agency (DTRA) in alignment with the 2017 National Security Strategy, 2018 National Defense Strategy, and the DoD Countering Weapons of Mass Destruction Strategy. The cooperative nature of the DoD’s CTR activities yields a secondary benefit of strengthening regional alliances, deepening existing partnerships, and attracting new partners.  


Role Description:

Noblis is looking to hire a Senior Acquisition Specialist to support the DOD Biological Threat Reduction Program (BTRP) mission in cooperation with DOD partner nations. Responsibilities for the position include, but not limited to:

  • Advise BTRP on department-wide acquisition planning and execution
  • Provide acquisition expertise and hands on support to the BTRP Project Team for their preparation of procurement request packages and modifications (example documents include statement of work, work breakdown structure, proposal content and evaluation criteria, market research report, justifications for non-competitive actions, contract data requirements list, determination and finding, etc.)
  • Support BTRP acquisition efforts including analyses of offeror capabilities, support of cost reasonableness and realism determinations, technical estimates and evaluations, general proposal reviews and related analytical work
  • Support BTRP program financial management activities needed for BTRP acquisition program execution
  • Document acquisition best practices and lessons learned, and make recommendations to adapt, apply, and embed those practices throughout the project life cycle
  • Assist in tracking acquisition project-essential data
  • Maintain awareness of, and perform analyses of, evolving acquisition policy type matters such as best practices, acquisition reform efforts, updates to acquisition and procurement policy, regulations, and legislative changes
  • Provide expertise and advice regarding acquisition policies and approaches
  • Assist in development of performance metrics to track contract actions throughout the acquisition lifecycle
  • Support the review of cost estimates for BTRP acquisition efforts
  • Provide acquisition expertise to assist in the development of BTRP program sustainability assessments to determine the ability of partner countries to accept and sustain BTRP projects
  • Provide acquisition expertise to support the development of sustainment plans, analyses, and related supporting documents
  • As requested, conduct market research to identify new technologies, tools, and methods to conduct or support BTRP programs


Required skills and knowledge:

  • Education/Experience: The candidate must possess a master’s degree and over 10 years of relevant experience or a bachelor's degree and over 18 years of relevant experience.
  • Federal Acquisition life-cycle expertise.
  • Knowledge of federal and contracting (i.e., FAR) requirements.
  • Proficient in drafting (for Government approval) procurement request package documents
  • DoD SECRET clearance or higher, or ability to obtain a U.S. clearance.


Desired Qualifications:

  • Knowledge of DoD contracting (i.e., DFARS, DoD Series 5000) requirements.
  • Experience working with the U.S. government acquisition.
  • Familiarity with DTRA Cooperative Threat Reduction.
  • Familiarity with nonproliferation obligations, approaches, and objectives.
  • International engagement experience.
  • Excellent communication, written, and organizational skills.
  • Ability to work on multiple projects which includes prioritizing, tracking, attention to detail, follow-up and follow-through to project completion.
  • Flexibility/adaptability to work in a fast-paced environment.
  • Candidates with a Secret, Top Secret, or Top Secret/SCI clearance are preferred.




Client Engagement

-Begin developing relationships one level up and two levels down. Identify and support opportunities to expand project scope beyond current deliverable and actively share information about clients’ emerging support needs and trends with team members and management.
-Participate on proposals
