Responsibilities

The Federal Aviation Administration (FAA) Voice Switch and Recorder Program Office oversees seven different programs related to the FAA’s National Airspace System (NAS) Voice Switch and Recorder capabilities for Air Traffic Control.  These programs range from the maintenance of Legacy voice equipment currently fielded across the United States to development of new systems requirements and procurement of modern equipment and capabilities. The Voice Communications System (VCS) Logistics and Planning Lead will be focused on supporting the FAA in modernizing air traffic control voice communications capabilities of the National Airspace System (NAS). The Logistics and Planning Lead (LPL) will interact with a team comprised of Noblis, Subcontractor, Industry/Vendor and FAA staff,  providing logistics support writing sections of Screening Information Requests (SIRs), Data Item Descriptions (DIDs), reviewing/commenting on Contract Deliverables (CDRLs) and helping to manage the FAA's logistics program, once contract(s) are in place.  The LPL will also work with stakeholders to coordinate and draft other VCS acquisition documents and artifacts. The LPL will support analysis and management of diminishing manufacturing sources (DMSMS) and equipment approaching obsolescence to recommend sustainment activities as needed. The LPL will also track and analyze data to provide accurate logistics technical information in support of VCS project tasks and acquisition milestones.

Qualifications

Education & Experience:

The candidate must possess a bachelor’s degree and have 16+ years of relevant experience. 

 

Required:

The candidate must possess knowledge, skills, and experience specifically in the following areas related to the FAA’s Acquisition Management System (AMS) for Facilities and Equipment (F&E) funded Capital Asset programs: 

  • Familiarity with the FAA’s Acquisition Management System (AMS) lifecycle, including experience on a program that has been through most of its AMS lifecycle, including acquisition and implementation at a minimum.
  • Experience developing logistics related requirements for Statement of Work (SOW), Contract Data Requirement Lists (CDRLs), and Data Item Descriptions (DIDs) 
  • Familiarity with National Airspace Integrated Logistics Support (NAILS) Program, FAA Logistics and Inventory System (LIS) and/or Logistics Center Support System (LCSS).   
  • Experience developing Screening Information Request (SIR) packages based on FAA AMS acquisition and policy guidelines
  • Experience soliciting and managing input from Subject Matter Experts (SMEs) in development of SIR packages
  • Experience leading meetings, discussions and work activities of a hybrid team consisting of FAA employees, contractors, vendors, and service providers.

Additional Knowledge, Skills, and Abilities: 

  • Knowledge of the Federal Aviation Administration and the National Airspace System (NAS).
  • Knowledge of the Joint Resources Council (JRC). 
  • Working knowledge of the FAA Acquisition System Toolset (fast.faa.gov) 
  • Experience supporting analysis and management of diminishing manufacturing sources (DMSMS) and equipment approaching obsolescence to recommend acquisition and sustainment activities as needed. 
  • Experience supporting full range of logistics elements. This includes providing guidance and initiative in the major logistics functional areas of technical instruction/manual development, training development, system maintenance planning/execution, management of diminishing manufacturing sources, obsolescence planning, sustainment activities as defined and other logistics activities. 
  • Knowledge and/or experience developing Acquisition Plans/Strategies, Performance Work Statements, Requests for Comments, and Source Selection Evaluation Plans 
  • Experience coordinating logistics-related program and technical issues during monthly Program Management Reviews (PMRs) and ad hoc daily, weekly and monthly program meetings

Client Engagement

· Support and lead evolving business development efforts by applying technical and functional expertise to develop business solutions.
· Lead proposal sections for small or limited competition proposals and actively participate in teaming strategy discussions
