Noblis ESI is seeking a Digital Engineering Lead for their Chantilly location to: 


-Serve as program support to the government Program Manager (PM) with responsibility for technical knowledge of the assigned teams and programs/projects

-Manage and supervise a team of systems engineering and modeling SETA personnel and their daily tasks

-Provide technical guidance and recommendations on the implementation of Digital Engineering (DE) of National Space and Ground Systems capabilities

-Lead the development and formalization of foundational DE standards, guidance, and policies that supports the transition from legacy systems engineering to an interoperable and integrated DE approach  

-Develop DE processes and coordinate between multiple engineering disciplines and throughout the enterprise acquisition and systems engineering staffs to integrate DE into their daily workflow 

-Guide implementation of and participate in DE focused Government-led boards, steering groups, Communities of Practice, working groups, and integrated product teams

-Promote DE integration and collaboration

-Guide the scope, goals, and measures of success of the workforce DE training program

-Ensures acquisition programs and project resources comply with customer regulations and standards

-Support the PM in multiple areas which include systems, mission, and enterprise engineering; analytic support; technical analysis; user requirement management/development; architecture; and customer outreach and support 

-Serve as technical expert in their assigned area

-Other responsibilities include administrative and technical support to the Government leadership team, cross tower coordination, external mission partners and other DoD/IC customers

-Must have an active Top Secret/SCI clearance with a Counter-Intelligence Polygraph  


Noblis ESI is seeking a Digital Engineering Lead for their Chantilly location

-Bachelor's degree in a technical, computer science, or STEM field

-10 years of experience in Project and Systems Engineering, with emphasis on Government acquisition in DoD or IC

-3 years of experience managing staff

-Experience with industry best practices and approaches to DE methods, processes, tools, and dashboards to enable model and data integration and interconnectivity through the system lifecycle

-Possess strong Systems Engineering discipline in Digital Engineering (DE) and in one or more of the following focus areas: Architecture and Requirements Development, Readiness, IV&V, and Transition to Operations; Risk Management, Configuration Management, Technology Planning and Insertion, and Performance Assessment

-Experience working space and ground programs from architecture-definition documentation (ADD/CONOPS) through requirements derivation and allocation, performance metric generation and assessment, test case development, and requirement closure tracing

-Ability to facilitate commonality within the enterprise by defining, architecting, and integrating a multi-INT, multi-sensor, and multi-nodal communications architecture

-Ability to problem solve in a rapidly changing environment and interface with the customer daily

-Track and respond to office tasking, build, and present program briefings, and update project schedules and calendars

-Ability to work independently with minimal supervision and perform other duties as assigned

-Possess excellent writing and verbal communication skills as well as the ability to manage multiple customer requests simultaneously

-Expected to seek and assume higher levels of technical responsibility, manage time effectively across more than one initiative, and apply sound technical judgment

-Must be able to demonstrate excellent relationship building and management skills

-Must possess an active TS/SCI security clearance with a Counter-Intelligence Polygraph 


-Master’s Degree in a technical, computer science, STEM or business field

-Experience in transitioning policy, standards, guidance, methods, dashboards, and training to a digital engineering environment

-Experience in implementing meta-models, profiles, model repositories, modelling languages, digital model libraries, ontologies, model quality and review, and model management

-Working knowledge of acquisition lifecycle

-Experience with systems engineering techniques and documentation

-Analysis of processes and practices, identify improvement opportunities, and implement identified improvements

-Familiarity with the IC and NRO enterprise architecture, DOD's space architecture, and translation of Statement Of Capabilities and Enterprise Capability Document line items to CONOPs and architectures

-Experience developing, editing, and updating system architecture and CONOPs documentation as a system mission model matures

- Knowledge of Electro Optical, RADAR, SIGINT, Communications, Mission Management, and Mission Processing systems supporting a space and ground architecture

-Experience generating and codifying inter-segment and inter-system interface requirements for major space mission systems

-Working knowledge of and demonstrated experience with change management processes

-Certified in one or more of the following: INCOSE, OMG Systems Modeler, Agile, Project Management, MBSE or equivalent

- Experience with modeling tools (Cameo or Rhapsody) and modeling frameworks (UAF, DoDAF, MODAF) and languages (SysML, UML, MOF)

-Ability to operate effectively within various SETA, FFRDC, and Government lines of authority

-Experience with RDNG/DOORs requirements database management/repository, Rhapsody, SysML applications, Confluence, Jira, or JSMART

-Understand how system requirements, design, analysis, verification and validation activities are enabled by MBSE across the digital thread (the engineering lifecycle)

-Experience in system integration and transition approaches to accommodate the End-to-End GEOINT, SIGINT or COMM lifecycle

-Knowledge of National Space or Ground systems 

-Excellent interpersonal skills and the ability to summarize and brief senior level Government leaders, civilians, and military officers

-Be able to travel
