Responsibilities

Noblis-ESI is seeking a Systems Engineer to provide systems engineering and technical advisory services at NRO/MOD/OE in Chantilly, VA.  The successful candidate will:

  • Contractor leads the risk issue and opportunity process in MOD as part of the risk management team in OE.
  • Interface with the various site level Risk Management boards, OIB and EIB(MCM), NRO MB.
  • Support the mission basing process in MOD/OE.
  • Collaborate with MOD stakeholders to provide an assessment early on in the acquisition lifecycle to document the requirements needed to support the mission.
  • Validate staffing estimates, document O&M considerations, consider SCA, budget constraints.
  • Interface with TPG team, architecture steering group, other strategic forums tied to new acquisitions.
  • Develop assessments and briefings to a variety of audiences, must be able to convey information in a clear and articulate manner to Government leadership.

Qualifications

Required Qualifications:

  • Direct and current experience with National Reconnaissance Office (NRO).
  • Knowledge of GEOINT and SIGINT overall space and ground architecture.
  • Program lifecycle experience from concept development and design to deployment, operations and maintenance, decommission.
  • Experience with requirements development, interface control documentation, technical specification review, architecture and CONOPS development.
  • Polished communicator, technical topics readily understood by all stakeholders. Strong documentation skills, a superior technical writer.
  • Proficient with MS Office (Word, PowerPoint, Excel), MS Outlook, MS Project.
  • Top Secret/SCI clearance with CI Poly.

 Required Education and Experience: Bachelor’s Degree in Science, Technology, Engineering, or Mathematics (STEM), 9 years technical experience

Client Engagement

· Support and lead evolving business development efforts by applying technical and functional expertise to develop business solutions.
· Lead proposal sections for small or limited competition proposals and actively participate in teaming strategy discussions
