Noblis ESI is seeking a future plans and outreach systems engineer will serve for their Chantilly, VA location.


Provide Systems Engineering Technical Assistance (SETA) to the PM/COTR:
-The Systems Engineer will serve as program future plans and outreach support to the Program Manager (PM) with responsibility for technical knowledge of the assigned groups and programs/projects
-Manage and supervise a team of acquisition, systems engineering, and architecture SETA personnel and their daily tasks
-Employ established architecture development processes to ensure consistency and compatibility with the IC and NRO enterprise architecture, specifications, in development and documenting the future ground architecture
-Generate quantifiable requirements and strategies for completion of project tasks on a designated timeframe
-Develop processes to coordinate between multiple engineering disciplines and integrate their findings
-Ensures acquisitions and project resources comply with customer regulations and standards
-Lead IPT meetings and review process boards to include but not limited to ERBs, CCBs, and PMRs to ensure development contractors are meeting program requirements
-Serve as technical expert in their assigned area
-Support the PM in multiple areas which include architecture; systems, mission, and enterprise engineering; program management; acquisition support; analytic support; technical analysis; user requirement management/development; and customer outreach and support
-Other responsibilities include administrative and technical support to the Government leadership team, internal organization coordination, external mission partners and other DoD/IC customers



-Bachelor's degree in Business, Science, Technology, Engineering, or Mathematics

-10 years of experience OR Masters and 8 years of experience and 3 years of managing a staff

-Ability to facilitate commonality within Ground mission areas by defining, architecting, and integrating a multi-INT/multi-sensor ground enterprise

-Possess strong Systems Engineering discipline in one or more of the following focus areas: Architecture and Requirements Development, Readiness, IV&V, and transition to operations; Risk Management, Configuration Management, Technology Planning and Insertion, and Performance Assessment

-Track and respond to office tasking, build and present program briefings and update project schedules and calendars

-Familiarity with project management, scheduling, requirements, and program office functions

-Ability to work independently with minimal supervision and perform other duties as assigned

-Possess excellent writing and verbal communication skills as well as the ability to manage multiple customer requests simultaneously

-Expected to seek and assume higher levels of technical responsibility, manage time effectively across more than one initiative, and apply sound technical judgment

-Must be able to demonstrate excellent relationship building and management skills

-Must be able to travel

-Minimum of 4 years’ experience working with the DoD and the IC


**Must possess an active TS/SCI security clearance with a Counter-Intelligence Polygraph



-Master’s in Business, Science, Technology, Engineering, or Mathematics

-Understanding of DoD and IC tactics, techniques, and procedures including CONOPS, architectures and cloud-based environments

-Familiarity with the IC and NRO enteprise architecture, NRO’s Future Ground Architecture, translation of Statement Of Capabilities and Enterprise Capability Document line items to CONOPs and architectures, and implenetation of Model Based Systems Engineering

-Familiarity with DoD and Service sensor to shooter architectures, processes, techniques, and systems

-Familiarity with IC data management policies, directives,and services; their enteprise impementation; and reporting requirements

-Working knowledge in SAFe agile or similar agile processes 

-Working knowledge JIRA and Confluence 

-Advanced skills in writing, reviewing and editing of technical reports, statements of work, white papers and other technical and programmatic documents

-Excellent interpersonal skills and the ability to summarize and brief senior level Government leaders, civilians and military officers

-Ability to build and present technical briefings and reports with specific knowledge of SIGINT, GEOINT, MASINT, Multi-INT, OPIR, software frameworks or devops

-Minimum of 6 years of project management, systems engineering, or architecture experience in industry or DOD/IC community Acquisition Project Management

· Support and lead evolving business development efforts by applying technical and functional expertise to develop business solutions.
· Lead proposal sections for small or limited competition proposals and actively participate in teaming strategy discussions
