Responsibilities

The Department of Defense’s (DoD) works cooperatively with allies and partners to reduce or eliminate weapons of mass destruction (WMD) threats.  The cooperative nature of the DoD’s activities yields a secondary benefit of strengthening regional alliances, deepening existing partnerships, and attracting new partners.

Noblis is looking to hire an Acquisition Specialist to support the DOD mission in cooperation with DOD partner nations. Responsibilities for the position include, but not limited to:

 

  • Support all phases of acquisition and contracting (to include grants and other non-contract, assistance agreements) from initial planning through execution and contract/agreement closeout.
  • Maintain awareness of, and perform analyses of evolving acquisition policy type matters such as best practices, acquisition reform efforts, updates to acquisition and procurement policy, regulations and legislative changes.
  • Provide the government with expertise and advice regarding acquisition policies and approaches.
  • Conduct market research to identify new technologies, tools, and methods to conduct or support DOD missions.
  • Develop procurement request package documents, including Statements of Work, Contract Data Requirements Lists, Proposal Instructions and Evaluation Criteria, and Independent Government Cost Estimates.
  • Support both sole source and competitive source selection activities including analyses of offeror capabilities, support of cost reasonableness and realism determinations, technical estimates and evaluations, general proposal reviews and related analytical work.
  • Provide expertise and hands on support for the preparation of procurement request packages for new awards as well as modifications.
  • Support maintenance, execution, and improvement of the award fee determination process for contractors that support CTR.
  • Work with CORs, Project Officers, Contracting/Grant Officers, and Contract Specialists. Liaison between the DOD Government program/technical personnel and the Contracting Office.
  • Track acquisition project-essential data.

Client Engagement

· Support and lead evolving business development efforts by applying technical and functional expertise to develop business solutions.
· Lead proposal sections for small or limited competition proposals and actively participate in teaming strategy discussions

Qualifications

Required skills and knowledge:

  • The candidate must possess 5 years of relevant experience.
  • Bachelor's degree required
  • Federal Acquisition life-cycle expertise.
  • Knowledge of federal and DoD contracting (i.e., FAR and DFARS, DoD Series 5000) requirements.
  • Proficient in drafting (for Government approval) procurement request package documents
  • DoD SECRET clearance or higher, or ability to obtain a U.S. clearance.

 

Desired Qualifications:

 

  • Experience working with the U.S. government on areas concerning national security.
  • Familiarity with State-level and regional WMD threats.
  • Familiarity with nonproliferation obligations, approaches, and objectives.
  • International engagement experience.
  • Excellent communication, written, and organizational skills.
  • Ability to work on multiple projects which includes prioritizing, tracking, attention to detail, follow-up and follow-through to project completion.
  • Flexibility/adaptability to work in a fast-paced environment.
  • Candidates with a Secret, Top Secret, or Top Secret/SCI clearance are preferred.
