The Department of Defense’s (DoD) works cooperatively with allies and partners to reduce or eliminate weapons of mass destruction (WMD) threats.  The cooperative nature of the DoD’s activities yields a secondary benefit of strengthening regional alliances, deepening existing partnerships, and attracting new partners.  



Role Description:

Noblis is looking to hire a chemical, biological, radiological, or nuclear (CBRN) Subject Matter Expert to support the mission in cooperation with partner nations. Responsibilities for the position include, but are not limited to:  


  • Supportprogram leadership in defining regional and technical requirements, establishing long-range plans, defining project and program success factors, and implementing assessment methodologies for achieving consistent, systematic processes. 
  • Make recommendations to the program leadership and facilitate the identification of trends and the desired future state for the program abroad. 
  • Document best practices across all programs, draft lessons learned, and make recommendations to adapt, apply, and embed those practices throughout the project life cycle. 
  • Provide support for organizational development, process implementation, trend monitoring, and continuous process improvement with an emphasis on ensuring critical needs are addressed in a timely manner. 
  • Work across project and contractor teams to meet science and policy objectives in accordance with program cost, schedule, and performance requirements. 
  • Serve as technical expert in guiding the handling and destroying of nuclear, biological, and chemical weapons, materials, and delivery systems.  
  • Review technical deliverables to ensure effective and safe technical processes to handle and eliminate nuclear, biological, and chemical weapons of mass destruction (WMD) threats. 
  • Conduct needs assessments, gap analysis, procurement support, and performance validation and sustainment on behalf of DOD. 

Client Engagement

· Support and lead evolving business development efforts by applying technical and functional expertise to develop business solutions.
· Lead proposal sections for small or limited competition proposals and actively participate in teaming strategy discussions




  • Education/Experience:  The candidate must possess at least BA/BS degree (in a relevant science/engineering field) and is a recognized industry expert with 15+ years experience in CBRN materials/systems or in countering WMD. 
  • SECRET clearance or higher, or ability to obtain a U.S. clearance.   




  • Knowledge in all CBRN domains.  
  • Knowledge of WMD, component materials, and delivery systems.  
  • Familiarity with destruction and dismantling of CBRN WMD to include warheads, delivery systems, and support infrastructure. 
  • Experience working with the U.S. government on areas concerning national security.  
  • Familiarity with State-level and regional WMD threats. 
  • Familiarity with nonproliferation obligations, approaches, and objectives. 
  • International engagement experience. 
  • Excellent communication, written, and organizational skills.  
  • Ability to work on multiple projects which includes prioritizing, tracking, attention to detail, follow-up and follow-through to project completion.  
  • Flexibility/adaptability to work in a fast-paced environment. 
  • Candidates with a Secret, Top Secret, or Top Secret/SCI clearance are preferred.
